Front plates already in NSW ?

Riding through the junction today and noticed a black BMW motorbike with a
front plate mounted onto the front fairing cover (not sure its correct name)
that goes over the wheel. Looks awful to say the least.

Are they already compulsory on newly registered bikes in NSW or what?

Didn't think so, but I thought I saw a bike on Sunday with some front numbering underneath the top fairing screen.

At the time I mused that it probably said "Sod Off Bob" or similar.
