Help with VFR800 starter valve sync

Hi All,

I used to come here a lot, then kind of drifted off. Naturally I come
back when I need something (roll eyes at self). Hope this is ok.

Confusing maintenance issue. I'm syncing the starter valves on my '99
Honda VFR800. I've done this before with no issue. This time, I have
two problems, or maybe they're really one problem. First, #3 vacuum is
really low (<150mm). I swapped hoses around to make sure it wasn't a
leak in my setup; it's not. Anyway, second thing, I turn the little
adjust screws -- and nothing happens. Vacuum levels are dead stable.

I don't know if this is one question or two. If my #3 has a vacuum
leak, where are the likely sources? What would cause the adjust screws
to have no effect whatsoever?
