If, hypothetically, new neighbours having moved into a nearby rented
property started filling it with bales of compost and high intensity
lamps, how long would one expect it to take before the first crop was
ready for harvesting?

About 8 weeks.
I think local Plod is going to be interested.
But for a Kg you could look the other way.

Would there be any discernible smell from the premises?

Oh **** me yes, it is *very* smelly ****.

Know any coppers? If so, get one round with a drugs dog in a few weeks.

Also, if you can smell petrol all the time they use that to mask it....so
i'm told.

Just asked a Blighty-based mate 'in the know'. He says that if it's just
soil/compost etc., then probably twelve to sixteen weeks. If they've gone
down the hydroponics/Pearlite route, then possibly eight to ten weeks.

I believe it's only the garage so far, however I fear the rest of the
property will soon be put "into production". I'll zap the garage door
with my lazier thermometer one evening to check.

That depends on how good they are and how/where they vent it.

They'll find their own way in due course.

The roof will light up like a Xmas tree on the FLIR camera aboard the plod
helicopter.
