Well (sorry!) yes, I can believe it. It might be worth invetigating

I suppose that's because most of Chile is in the rain shadow
of the Andes and therefore dry. Especially the northern desert.
So taking water from the aquifer via an unauthorized well
would be stealing from someone else's water rights.

Ding. Virtually all its water is snow melt from the Andes.
