No, they've hidden them in side streets out the back of beyond. And
they're full by about 8am, but that doesn't stop the scooter bois from
moving bikes outside the bay...

Easy - you'll go and find yourself a Corporation of London carpark and
find that bikes park there for free.

I can't find the quote, and I can't remember who said it, but IIRC it
referred to NuLabor's "Stalinist intolerance of the need for consensus". It
was a few years ago, but I have yet to find any reason to reject this
characterisation.

Look for a hole in the ground or a big concrete block with "Corporation
of London" on it?
