    I still think it was a fucking stupid comment. Nothing happened. Nobody
    died.

    IOW, the result was about right.

    Plod was obviously pissed off and was (IMHO) doing a "Think Of The
    Children!".

    You're right, I read the bit about "fining Mr Carman only for having out
    of date documents" and missed the fact that one of them was his
    insurance.

    IIRC 3rd party insurance isn't mandatory in all US states.

    That's right. A mate of mine from the 'Deep South' told me that 3rd Party
    insewerants is not mandatory in Alabama, but it is over the state line in
    Mississippi. You buy temporary cover when entering a state that requires it
    & it's usually extortionate. Nice little earner for the insewerants
    companies. Also a nice earner for the plod who hang around the border
    nicking chancers with no cover.
