For some reason my bike must be refilled on half a tank of gas. It is
unable to use the lower half. I don't understand because the petcock
is all the way on the bottom of the tank. If it were clogged then I
would assume that it wouldn't get any gas even with a full tank. The
hose that connects both sides of the tank together is working
properly, and both sides of the tank are being used equally. Does
anyone have any idea whets wrong?

There are two inlets to your petcock, one higher up in the tank and
one at the bottom for the reserve. What's most likely is the inlet to
the reserve portion of your petcock is plugged with debris from the
tank. Rust is a possibility and other stuff that just builds up over
the years. Drain your tank and take the petcock out and clean it. Make
sure both circuits are clean. IIRC that petcock can be easily
    disassembled for just this purpose.
