Do they provide bags and bins for people to pick up and place there
dogs' crap in? This is the norm in many parts of Swiss cities, such
that there's just no excuse for dogshit to ever be left on the
    pavement.

I recall one turn, on a grassed area, being left for months, after
someone stuck a sign above it, with an arrow pointing down, saying (in
kraut, of course) "That is shit." The double meaning was clear.

There are normally IME bins for dog shit in most green spaces. The
owners are generally expected to supply their own bags to get it into
    the bin IYSWIM.

My local park has yellow stencils of a dog shitting with the message
'Pick it up' sprayed on the pathways. Last month I went past one such
stencil and a dog (I assume) had deposited it's load directly underneath
    the message.

No. Unfortunately there will always be dog owners who don't give a damn
about anyone else and this notice won't bother them.

Viz had a character called The Parkie, a park keeper whose solution to
dogs fouling the park was to blast them with a shotgun - now that might
    work :)

Yes, they do in most places.

But the done thing seems to be to put it in a plastic bag and hang it
on a tree branch. Obviously because it looks good like that.

Absolutely guaranteed. I took Dan out into the garden properly for
the first time last week. Put him down on the patio. First think he
did was crawl to the grass, pick some up with some mud and try to eat
    it.
