  1. And ARR's aren't the law. :)

  2. Why would Police bother going through a parking lot, noting down
vehicle number plates and then stating that they'd been RBT'd?

Police Officers are human. Genetically-speaking, anyway. :)

I can think of many reasons, don't like the car, don't like the person, wife
found out about the girlfriend. The most common one would be the driver was
    a smart ass.

I don't really see why not, it is quite possible that making a few
adjustments could increase the output at the same speed.

  7. Yes it can. By increasing the excitation current.
    It can, and does.

Get yourself a copy of the Bosch Automotive Handbook. It covers that
sort of stuff... and lots of other things to do with cars.

A technical education helps in the reading of it.

Laziness. Phantom speeds dont amount to laziness though.

  9. And the police have taken how many cases like this with no evidence
    other than suspicion to court?

You don't know if the driver was a smart ass unless you
pull the car over in the first place. The reason he was pulled
over was that he was speeding. As for the other reasons
you stated above, come off it. It'd never be worth it to any
    cop, to do that.

That's exactly where you are wrong Bernd. The "locked on
speed" on the radar, cancels out after 10 minutes. In any case,
every single traffic stop is recorded on Video and audio. The
radar dispaly and history is superimposed onto the video. If
somebody wants to give me a place to upload one of the files,
I'll show you exactly how it looks.
A split second, is instantaneous for this argument.

The Australian Road Rules, ARE the legislated laws pertaining
to traffic, in which there are many acts of parliament. IE: laws.

They car could have pulled the car over for any reason.
Why? As you've stated nothing could happen to him. At the very worst the
    fine might be over turned.

If a cop was found out to have deliberately "bombed" a person,
he'd not only get the sack, but probably end up charged, himself.
