I once watched a video on (from memory) youtube of Ghostrider chasing a
BMW Z4 on a bike rigged with flashing lights and sirens (to trick the Z4
driver into thinking he was being chased by a cop), and it sounded a lot
    like that.

Ghostrider bores me rigid so I only watched the first minute but if you're
referring to the 1sec high, 1sec low two tone horn then I didn't hear that
    in the original video.
I was talking about a more rapd warbling that accompanies the headlight
flashing from 10:05. (A sound a bit like a telephone ringer)
And yes; the flashing light is a bit too metronomic to be just a thumb on
the flasher so I agree now that he was using "flashing lights" although they
    didn't seem to be coloured.
(Mind you; he only did it when the other bike was out of eyesight)

If nothing else, that Cop's ability to accurately report speeds is shot to
    shit.

    Reported speed 140 - 150, digital readout on his movie = 132

Reported speed 'in excess of 100', readout 65.

And remember this is from the guy chasing so in most cases likely to be
going either the same speed, to stick with target, or faster to catch up
    again.

Get his number then go visit his house....
