I know I should be asking this in some computer newsgroup, but I
reckon the Brains Trust here is up to the task.

Situation: The parents are sick of the teenage kids blowing the
overall gigabyte limit of the family's interweb account.

Desired Outcome: A way of restricting each user to separate and
    distinct gigabyte limits?

Question: Is there a way of achieving the desired outcome?

What says the Brains Trust ? Are there routers that can do this?
    Software? ISPs?

Gargoyle custom firmware on a wrt54gl router will do this, it isn't an
    off the shelf solution though.

Replace the connecting device with one with an internal radius server or
use an external server and contain the accounts that way

Problem is, whatever you do requires setup and maintenance, there
aren't any off the shelf solutions that I know of because few US based
ISPs have limits the way we do, so if the biggest market doesn't need
    a solution, it isn't there...

If it was me, I'd run a squid proxy and a copy of
http://www.cse.unsw.edu.au/~ipq/ but then I have the ability to.

    It isn't consumer technology.

What you can possibly do is get a topendish router that does VLANs,
put each computer on its own VLAN and track the usage on that. Not
sure if there is one that will do it properly, Billion probably make
    one.

that only works if each person has their own computer, if they don't
then you have to use some variety of login system and ain't no
    consumer gear has that.

I doubt it - my students don't seem to mind the threat of Fatal Beatings -
in fact, most of them find it amusing... no dread attached...(damn!)

  16. It's probably cheaper and definitely easier to just get a bigger plan. iinet
do a 1tb plan now. Alternatively there is a good chance that bandwidth is
being used by torrents. Utorrent can be used to set download caps and you can
set it to download only off peak.

  17. A simple, if ruthless solution: lock the kids out of the adult PC, then
get them their own wireless internet connection on their own PC with
some suitable download limit, and let them sort it out among themselves.
Better to use a plan for the wireless that throttles back when the limit
is reached rather than charging extra.

However, Marty's "better parenting" suggestion is a better solution.

Guys, I'm overwhelmed by the degree of helpfulness. Thanks,
everyone. I need to assimilate it and check with the parents involved
(I was way too smart to have kids myself :)

I'll get back to you when I know what the next layer of questions
    should be.

But for now, a BIG "thank you" and best wishes for the festive season
    to you all.
