Can anyone recommend hard luggage for a Bandit 1200S 03, topbox and
panniers. I've seen Givi stuff but is there anything else on the market
    before I splash out?

Givi seem to have the whole market as anything else costs 3x as much and
    will only fit a BMW.

  2. The nonfango stuff on the ZZR seems to be pretty good.

Givi every time. Ebay is your friend!

Kappa. Same fittings and almost the same quality as Givi, but one hell
    of a lot cheaper.

(I have a mixture of Givi and Kappa on the VFR)

I think you should get a topbox and panniers.

For what it's worth, I asked a similar question recently and ended up
buying Givi from bykebitz.co.uk (IIRC) It's:-

    Ease to remove
    Completely waterproof
Curvy box offer little wind resistance (E360)
Monokey and monolock are NOT compatible
