The insured does not have to be a person so a generalisation like that
would never work. Think commercial policies where the insured is a plc or
public body or motability schemes where the insured is a lease company.

Generally, the rule is 'must have an insurable interest'; owner, keeper,
other relevant body (lease co, for instance).

Personally, I would get myself to a reputable broker(1): you meet the
conditions for cover as owner, and if you could get a second rider (well,
first?) nominated to move the thing if needed you might get a reasonable
deal. Obviously specify a nominal mileage. Of course, what would it cost
    as a one off?

1: Yes, are one or two who actually know what they are talking about and
know who to speak to in the ins co. One or two.

How about a sealed lead container inside a poured concrete block,
transported to permanent storage in a salt mine cavern in Cheshire?

    sounds just the ticket.
hmm. How about we take no chances and dump your proposed container off
the side of a boat in the middle of the North Sea?

even better, it's on a fast-moving subduction plate, so before too
long, the container would be shoved into the Earth's mantle - job
    done!
