Leicester is a fucking dump, as I know all too well - my eldest daughter
spent the first 4 years of her life growing up in the city centre. As
soon as she could afford to, my ex moved out of there to Hinckley and
then to Narborough. Caz still has the most awful accent, being a mix of
Leicester, Warwick/Coventry and a smattering of north London.

I lived in Leicester for 2 years (between 85-87) and (while it's not
the nicest place in the UK) it's a long way away from the worst.

I've been in some places in the Scots borders (ridden through without
stopping mostly) that make Leicester look like paradise on earth.

No - there are towns in the Borders full of people with no jobs, with
no prospects and no hope. With decayed houses, decayed town centres and
litter-strewn streets.
