Many have said that it not him as an individual but is generally
symptomatic among those who reside to the west of Offa's Dyke and who
thus suffer the consequent risks of contracting Scrapie though
unprotected sex and you do have to wonder if there is any truth in this.

It's a neighbour of mine taking that to court and his case hasn't been
    heard yet.

For a number of years during the late 1970's, a penpal of mine who was a
California Highway Patrol officer, gifted me a subscription to the
'California Highway Patrolman' magazine. Although this was the official
magazine of the CHP, it was freely available to be purchased by the public
and was on sale in newsagents in the State. The magazine was full of
pictures of road accidents, many fatal, and invariably included the bodies
still in situ - often in various states of dismemberment, etc. There was no
attempt made to disguise identities and often the heading over the picture
was 'humorous' such as: "Chevy driver versus goods train - goods train
    wins".

When I queried the ethics of this with my penpal he seemed surprised that I
should find such things in a Highway Patrol magazine unusual. His view was
that the Highway Patrol were there to enforce road safety and that actual
pictures of road accidents, including the horrific results on human beings,
was an excellent method of getting the message across. He stated that so far
as he was aware, there were never any complaints about this content.

Perhaps if UK drivers were to see more of the actual results of road
accidents they may be less likely to take risks?

I suspect we're all too aware of what the actual results can be, and it
    doesn't change behaviour one iota.

    Hear, Hear!!

People in the UK are far too protected from the grisley realities of their
    misdeeds.

Having seen it in both a personal and professional capacity I can say
that, for me, it's made very little difference.

Does that mean you still drive like a complete idiot displaying total
    disregard for everyone around you?

I think the 'family consent' is the problem here, not the 'shock factor'.
(imagine if the assembled media included someone who knew, or was related
    to, the dead man)

I do actually agree with you - although of course in relation to the CHP
magazine pictures I refer to above, it's quite likely that relatives of
accident victims could come across pictures of their loved ones crushed
beneath an overturned truck - or burnt to a crisp in a car that has caught
fire. There were so many such pictures in the magazine every month that I
cannot imagine that the publishers obtained permission from nok for them
    all.
