Can Cycles Filter?

  1. Well, not quite. Quite possibly it involves an element of endangerment, but
due to 'speed' rather than lack of care and attention. Actually there are
two offences involving 'furious' use of a vehicle - "wanton and furious
driving" (also cycling) which is an offence under the Offences Against The
Person Act, and plain old 'furious riding', which comes under the Town
Police Clauses Act, outside of London at least. The 'wanton furious driving'
offence is still used, particularly for non-motorised vehicles or where an
accident happens off-road and normal road traffic law does not apply, but it
can also be used on road and where a motor vehicle is involved. eg:

    http://news.bbc.co.uk/2/hi/uk_news/england/lancashire/4564345.stm
The main aspect here is that there has to be an element of recklessness
causing injury - because it arises as an offence against the person.

So far as simple 'furious riding', without the element of 'wantonness' is
concerned, that seems to mean nothing more than riding a bit 'fast', to the
endangerment of other road users, allegedly. In April 1903 a Henry
Allendale was sentenced to one month's hard labour for 'furiously driving'
an Omnibus - actually he was racing a bus from a rival company at 'at least
10mph', thereby, according to the prosecution, endangering not only other
road users, but also his passengers. In the days when motor vehicles were
limited to 8-12mph, cyclists were being prosecuted for furious riding for
doing speeds of 12mph or more:

    and
    http://www.timesandstar.co.uk/features/viewarticle.aspx?id=146775

So, while it is true that cyclists can be done for 'furious riding', it is
still not ruled out for motor vehicle users either...

Well yes, but there _are_ laws covering speeding - I just want to see
where it specifies that these laws only applies to motor vehicles.
