    Well, it looks like the gas generator (the bit that fires it out of
    the tube) was a dud, but there's no knowing whether the arming is
    dependent on the motor actually igniting. So it is possibe that the
    motor might still suddenly ignite and quite apart from the rocket
    flare itself, you could have an armed missile suddenly trying to fly.

    As it appears to be an optically tracked device similar to MILAN,
    you'd have what's called a rogue missile, which could go anywhere.

    Not only that, but if the gas generator just suffered a sort of
    hangfire, it could still go off properly, and they do make quite a
    bang.
