conditional license - for under aged etc - online petition

    folks there's a petition up here from FOHVA (federation of off highway
    vehicles australia) trying to get a conditional license scheme started
    in qld so anyone unable to obtain a full license can still get
    registered and insured etc, for trail riding purposes. Sounds like they
    need some more signings, help would be appreciated.

    btw, aim is for qld first, then look at rest of aus, far as I'm aware.
