Ebay and Lambretta's with no docs

    I recently decided to re-gain my youth and get a Lambretta to restore.
    Having a look on ebay and other various ads reveals a majority of machines
    for sale, restored and unrestored, which have no docs or index no. People
    still buy them. What happens to them, can they be re-registered with nothing
    but the frame and engine no? Or does the new owner find he cant register it
    and just sell it on ebay again?
