ISTR USD100k was enough for the tyres and fuel one car used over the
    weekend.

It's a token gesture from the FIA - they have to be seen to be doing
something, but don't want to piss off the biggest team in the sport,
whilst also ensuring we get a title battle between 5 or 6 drivers that
    goes down to the wire.

Lets not forget that it's also been referred to the WMC. Doesn't
necessarily mean any more will come of it, but the matter's not closed.

My god! That's nearly half a standard whale.

Oh, so now we use multiples of the size of whales, as opposed to the
    size of Wales, do we?

Or it could be viewed as a warning shot across the bows. As in do it
again, & you'll get zero points.
I don't really care about the title battle. Sure I'd like Button to win
again, but won't cry myself to sleep if that whingebag Alonso does.
What does piss me off is the latest excuse for the drivers not to
bother racing each other, namely the fuel saving bollocks.

Everytime the FIA change the rules to try to encourage closer racing,
they **** it up. Ditching refuelling & some of the driver aids were
good moves, but now they need to ban the use of different engine maps,
& preferrably force a minimum fuel load for each circuit that's enough
to let the cars run at full pace for the whole race. Banning
shore-to-ship radio would get my vote too.

Either are acceptable. There may be a small prize for someone that can
    detail the conversion process.

Not so long ago Renault cheated and the FIA didn't want to piss them off
because they supply engines to other teams.

It's being reported as the maximum fine the Stewards could impose.
No, the FIA hasn't done anything yet. That's what WMSC referral is
about, as they're effectively the judiciary arm of the FIA.
Sadly it looks unlikely that they'll be too heavily sanctioned.
Personally I think such a blatant and deliberate disregard for the
rule should at the very least get the result changed. It would be sad
to have Massa's points removed as well, but it's hard to see how they
could punish the team but not the driver, IYSWIM.

Renault vehicle sales aren't solely dependent on people buying
performance cars with race pedigree. F1 racing is a sideline for them,
    not their raison d'etre.

The same can't be said to apply to Ferrari.

    Obviously, from the units, 1 whale = (sqrt(1 Wales).x)^3

    (where x is quite small)

Wales is an area, while a whale is a volume. The square root of Wales
will give a distance, which you correct by x and cube to get one whale.
It only remains to determine x by measurement.

Unless a whale is a weight, of course. In which case the equivalence
could be stated in more comprehensible terms as a number (y) of bricks
per tennis court, but again you'd have to determine y by measurement. I
expect you could get a fair approximation from information on Wikipedia,
    but I CBA.

Its the same old mantra for Renault; "win on Sunday, sell on Monday",
there's no shortage of mugs who think there's some sort of correlation
between what teams like Renault spend trying to get on the podium, and the
quality/performance of the throw togethers they punt out of the showrooms.

    Oh yes:

The eruption of Vesuvius took out an area of 13 milliWales, although the
effects of the blast were felt up to a thousand brontosauruses away.
Survivors reported rocks and pumice the size of Bulgarian airbags
falling from the sky for three days before the tragedy, and experts have
calculated the total debris would fill around 120,000 Olympic-sized
    swimming pools.

    Thanks.
