If I were to want to leave negative feedback for a vendor, is there
anyway that I can do it such that it's not possible for them to
subsequently leave negative feedback for me?

If you want to leave an extra long neg then use the feedback form on
    the Taiwanese site

    Fair enough.

It was a cheap twin-SIM adapter for my phone that was dead on arrival.

After a pleasant enough e-mail exchange, I returned for refund 1st class
post, but apparently, 4 weeks later, it has not arrived. OK, partly my
fault for just using 1st class, but I was off on holiday and didn't have
chance to get to the post office, neither did I want to hold on to it
for 2 weeks longer than necessary before returning.

OK, I thought, put it down to experience as I can't prove that he got it
back, but last night he spams me with the opportunity to join a
    Euromillions lottery syndicate. Grrrr!

Really? I'll have to try that.
Er, I don't have to do it in Taiwanese, do I?

Never mind. You live and learn.
Sounds like a type that'll stoop to anything to make a penny?

I wonder what ebay think of members spaming other members? One person
did spam me once, I mailed a polite reply to him that I didn't take
kindly to unsolicited mail trying to sell me stuff. He didn't spam me
    again.

Nip round their house and pop a cap in their head first.
