Someone in here is sure to know.

I have a graphic on a white background. I want to centre it in a bigger
background. So open the original, add layer the desired size, planning to
fill new layer with white, centre original layer, bring original to top
    and merge down.

    Sensible plan?

Trouble is, original layer is in top-left corner of new one and I can't
find now to move them wrt each other. I'm using the GIMP but I guess the
    principle's the same in Photoshop?

You have to enlarge your canvas first to the desired size (Image/Canvas
size...). The same dialog will let you centre the current canvas
contents wrt the new one. Once done add your extra layer.

I use Serif PhotoPlus for this kind of thing.

I also have access to Photoshop, but Photoplus is just so much easier
    and less fiddly.

Of course this is Windows only, but even you've got to concede, some
windows apps are better featured than those for Linux. Why struggle
with Gimp when you don't have to.

You, sir, are an officer and a gentleman, a thoroughly good egg and an
    excellent judge of art.

Several people like this on comp.graphics.apps.gimp (to whom I owe quite
    a lot...)
