So why are tennis balls vacuum packed then? Do they 'go off' over time
    or something?

    Any takers?

Yes. They're pressurised and not 100% airtight.

    Next.

    Bad form and all, but...

They're not actually vacuum packed, but sealed in a container at the
same pressure as they're filled to. Different balls will be at
different pressures, depending on what surface, environment they're
    intended for.

I was going to say - surely vacuum packing would make things *worse*
if they're both pressurised and leaky.
