I got an everyday coat for traipsing to/from lectures. It is made from the
same sort of material as a donkey jacket but is shaped like a duffle coat.
No toggles. Very warm, windproof and suprisingly waterproof. It's wearing
    well, on it's 4th winter.

    Cost £25 from Primark.

It will be for general bimbling about.

Needs to be breathable and waterproof enough for a half hour walk in
    rain.

I picked that particular jacket for the long fitting - I have a long
bod and find many jackets/coats are cut too short for me.

Goretex is overkill for everyday use - and not a brilliant combination of
    waterproofness and breathability.

Membrane-based stuff is only breathable under certain conditions - ideally
when there's a strong temperature and humidity gradient. So it'll work best
in very cold, dry conditions - and not so well when you're walking through a
rainstorm at 15deg.C. Not ideal for England, then.

If you want to keep dry while pottering around, you will do as well to get a
cheapo own brand waterproof coat from Millets - you'll sweat like a rapist,
but goretex wouldn't do you much better and you'd be a hundred quid richer.

If you want proper waterproof and breathable, I can recommend Paramo stuff,
but it's not cheap, and hard to come by. To truly be comfortable in all
weathers in the UK, though, you need to embrace soft-shell, and banish these
    old-fashioned notions of dryness...

Go for something that's breathable but not Goretex. I used to use a
Lowe Alpine jacket for fucking about on mountains but the price
differences aren't as great as they were a few years ago.

FWIW, I don't think £145 is a bad price for a Goretex jacket from a
reputable manufacturer. If cost is a priority get a few bin liners and
I'll post you some gaffer tape to hold it all together.

I bought a Eckl Kawasaki waterproof a couple of years ago direct from
the team and it's the single greatest big of wet-weather clothing I've
ever owned. Not only is it more watertight than the prosecution case
against Ian Huntley, it's lime green to boot.

For standing around waving a fishing rod and a bit of light walking I
still rate a Barbour (with fleece lining if cold), but for more
strenuous activity I am really pleased with a Berghaus Tempest jacket I
acquired in the spring. Not Goretex but 'Aquafoil'. So far 100%
waterproof. Very light and soft. I made sure it was loose enough to get
warm layers underneath if required. About 90 quid from Barretts Outdoor.
Only problem for you would be the length.

The lad has a similar one we got from the BMF show a couple of years
ago. Amazingly hard wearing, despite wash after wash. He has finally
conceded that it is too small for him, so a replacement is being sought.
