Is that like an "appropriate permit for your vehicle" or an "appropriate-vehicle permit", ie. do they issue these permits as an entry ticket, or is it something to do with their being happy that whatever it is you're on/in won't get bogged in the sand below the high tide mark. For example, if someone was to try to go to Fraser Island in a lowered Lancer, would the response from the relevant authorities be "Sorry. Your vehicle is inappropriate... and, for once, we don't mean that in an aesthetic way.".
