I think I'm suffering from semantic confusion here. This is how I
would make a distinction between a bushing and a spacer:

    1. If it's a cylindrical piece of metal with a hole down the centre[1]
carrying a load on its concave and convex faces, I'd call it a
    bushing.

    2. If it's a cylindrical piece of metal with a hole down the centre
that's being used instead of a stack of washers, I'd call it a spacer.

Based on that, it appears to me that what you've actually got there is
a bushing. And so in that case no, I wouldn't try home heat-treatment
unless I had no other option.
    You are, of course, correct.

[1] Before Nev points out that that it would be possible to drill the
hole through the centre of the bushing the other way, the orientation
of the hole that I'm talking about is equivalent to a stack of
    washers.

I'm one of 3 competant sysadmins at work (out of 5, and we're about to
lose one of them to early retirement because he saw the writing on the
wall), and we're about to be borged by the least innovative bunch of
wankers I've ever met (the department of innovation).

And now I'm actively looking for work. Good luck to them running this
place without "third party browsers" (firefox) and "portable storage
devices" (what most of our clients use to transport their data back
home) when they're scared of leenooks.

I feel the same way about building cabinetry at home . Got enough of that at
work (before unemployment reared it's ugly head) .
I get a lot of pleasure from my little machine shop , however ...

    OK then, it's a bushing!

Seriously though I think either is acceptable. The Ducati catalogue
calls it a spacer, for example.

Like you, I think bushing is more correct, but in these days of search
engine optimisation it's good to include both terms. More people will
know what you're talking about if you just call it a spacer.

actually I learned by DOING and by making jewelry...before stainless
adn Ti became common. 8^) Unless it's for aviation or the inside of a
motor it is not that hard to get your metals hard enough...you don't
    need it perfect.

It's just that I've spent so much time working on lathes, milling
machines, boring mills and any other type of workshop equipment you
want to name plus the fact that I'm still involved in machining (1)
even now and I don't want to spend my time off working machines.

When we're busy I work 12 days out of 14 away from home and the rest
of the year I only get home at weekends so you'll understand why it's
    lost its attraction to me.

    (1) I'm a site manager for an in-situ machining company. Look it up if
you don't know what it is.

I would be worried about the quality of the bush if it
    was to be heat treated and then re-treated once cut;
you'd never know if the result was as good as the original
and I think this method would be beyond the remit of most
    garage hobbyists anyway.

Depends a lot on the alloy , Jordan . There are alloys that do not change
dimensionally when tempered . Also depends on how it's done , to prevent
oxidation a stainless steel foil envelope is often used . Somebody (might
have been you ...) mentioned that a heat-treat process might not harden all
the way through a piece . That would be true in only two cases that I know
of - not soaking the piece long enough at temp , so that the core doesn't
reach proper heat and case hardening processes .
Now before you (or anyone else) go ballistic , I'm a home shop machinist
and cast a good bit of the aluminum parts I machine . Useta make knives ,
years ago when I had access to real heat-treat equipment . Might be doing it
again if I can get the old (electric) pottery kiln out in the driveway set
up with decent controls for the tempering processes .
