I'm lost for words. Islington Parking Services bites back

    I'm not sure what to say, really.

    There was a letter waiting at home from Islington Parking Services
    addressed to me.

    <sigh>

    Those of you unfamilar with my Islington Parking Services complaint of
    January or February are probably quite fortunate.

    I have in my hands a *new* parking ticket.

    Evidently I parked my Vauxhall/Blue with registration EO02 MYK in
    Eburne Road, N7 at 12:50 on 9th May '06.

    I got straight on the blower to IPS who pulled up the Penalty Charge
    Notice and verified that they have a high resolution photo of the
    front of the car displaying the registration EU02 MYK, the rear of the
    car displaying the registration EU02 MYK and the tax disc of the car
    displaying the registration EU02 MYK. Evidently it's a blue Vauxhall
    estate car with ladders on the roof.

    Mrs. IPS verified that it's exactly the same car my motorcycle (EO02
    MYK) was ticketed for earlier in the year She checked which traffic
    officer issued the ticket on both occasions and they are two different
    people.

    Mrs. IPS wants me to write a covering letter enclosing a copy of my
    motorcycle registration document to them so they can present their
    case to see if they can get the ticket written off. Evidently if I
    don't then I'm liable to pay it.

    When I'm in a better frame of mind I'm going to write the shittiest of
    shitty shit letters to that bitch who runs the Council asking her to
    explain why my bike has been incorrectly charged for a parking
    violation not once, but twice. I may well post a lump of shit to IPS
    in place of a CC.

  6. I would write a simple letter pointing out that the same error has been
    made on two separate occasions. I would then state that this clearly
    demonstrates that the council and their contractor are incompetent and
    that you are referring the matter to the District Auditor (or whoever is
    responsible for assessing the management competence / efficiency of
    local authorities). I'd also state that you are not going to waste any
    more time sending anything to the council by way of evidence and that
    you are not paying them a penny for anything and have no liability to
    them in respect of this latest farce.

    A quick letter to the editor of a national newspaper might also be fun
    if they need one of those nice "barking mad loony council parking ****
    up" articles to fill some space on a slow news day.

    I'm on the second draft of Shitty Letter #1 and have incorporated
    elements of both Paul and your own suggestions. It's a bit longer
    than I like and got a bit repetitive in places but it's quoted below:

    Dear Helen Bailey,

    This letter is in reference to Penalty Charge Notice (PCN) IS1111
    which has been mistakenly issued to the incorrect vehicle registration
    number on 9th May '06. I am again writing about the inadequacy of
    procedures used by Islington Parking Services (IPS) when transcribing
    information onto parking tickets.

    You have heard from me previously and awarded me a 'good will' gesture
    in relation to PCN IS0000 which was incorrectly issued on 5th November
    '05. I'm sure you've got my details on file and hope you will
    investigate this matter further as nothing appears to have been learnt
    since last year.

    In summary, (IS0000) I was mistakenly issued with a parking ticket due
    to one of your traffic wardens writing down a registration plate
    incorrectly from a blue Vauxhall car (Registration EU02 MYK) and
    registering the ticket against my black Kawasaki motorcycle
    (Registration EO02 MYK) and the case carrying on until late February
    or early March this year until I contacted you to settle the complete
    farce IPS had created when they threatened to take me to court as they
    said I was responsible for the charge as the reasons for my appeal
    were rejected due to some huge admin error.

    Today I was shocked and saddened to find yet another "Notice to Owner"
    from Islington Parking Services had been delivered to my home with PCN
    IS1111. Evidently a "Vauxhall/Blue" with the registration EO02 MYK
    (my motorcycle registration) had been recorded as being parked without
    displaying a pay & display ticket in Eburne Road, N7 @ 12:50 on 9th
    May '06. Yet again I phoned IPS who took the new PCN details and
    verified that they have a photograph of the front of a blue Vauxhall
    estate car with ladders on top displaying the registration EU02 MYK, a
    photo of the rear of the car displaying the registration EU02 MYK and
    a photo of the tax disc displaying the registration EU02 MYK. However,
    the warden put EO02 MYK down on the ticket.

    The agent at your IPS office looked at the previous PCN from last year
    and has verified the car is the same as the last time. I asked her to
    check which warden issued the ticket and both were issued by different
    people.

    When this happened in November it was very, very annoying and took a
    long time to put straight. It happening once would have been just a
    minor inconvenience if IPS hadn't threatened to take me to court but I
    see absolutely no reason why I should be subjected to the same
    treatment again. Can you please explain why this not only happened to
    me last year, but has happened to me again this year?

    In your last letter from the old PCN you assured me you felt your
    Council had not behaved in a negligent manner in relation to the
    ticket before you awarded me with a monetary gesture. It's happened
    again in an identical situation by the same Council - is this not
    negligence? I'm at a loss to describe it in any other way. You have
    provided a disservice to me. I don't even live in London and I
    haven't been to Islington for years but yet again here I am, writing
    another complaint and I'm having to pay Special Delivery costs on top
    as I don't even have faith in your post room to get this letter to
    you.

    It's becoming increasingly difficult not to take this personally. How
    many more times am I going to have to do this? The odds of this
    happening to the same car and being billed to me twice by two
    different wardens must be astronomical would you not agree?

    This same error has now been made to my determent on two separate
    occasions. I think this clearly demonstrates that Islington Council
    and their contractor are incompetent and if it carries on for much
    longer I will refer it to your District Auditor (or whoever is
    responsible for assessing the management competence and efficiency of
    your Council.)

    I also wish to make clear that I do not wish to waste any more of my
    time sending anything to the council by way of evidence as you appear
    to have the photographs on file already and that I am not going to pay
    a penny to you for anything and have no liability to you in respect of
    the next chapter of this sham your Coulcil have chosen to write.

    I feel that it's reasonable to demand that you should investigate this
    matter fully as a matter of urgency and respond to my queries. Please
    provide me with the contact details of your District Auditor or
    similar body so I may contact them if this matter isn't resolved to my
    satisfaction swiftly. If it's going to take months like before I
    would gladly argue the case in court (I would win - it would cost you
    thousands) and it would certainly provide an excellent filler article
    on a slow day for a newspaper.

    As a former council employee, I doubt that(a) Helen wasserface will ever see
    the letter and (b) the person tasked with reading it and replying to it will
    be cannon fodder stuck there to take the flak whoi'll then just get pissed
    off with you.

    I'd go with TOGs suggestion or, in a similar vein, send the penalty notice
    back with a piece of A4 with huge capirtals reading:
    "PLEASE CHECK WITH DVLA AS TO THE CORRECT IDENTITY FOR THE VEHICLE WITH THIS
    REGISTRATION"

    And, in tiny type
    "and then **** off and leave me alone. Thank you.
    Love,
    Nick Mooney"
    at the bottom.

    That should get the message across whilst showing you still have a sense of
    humour.

    IIRC (and I probably don't) that was the infamous Derek and Clive/settee
    confessions *OSM, which may have had a slight effect....
