Late NIP!

    Has anyone heard of NIPs being sent via recorded delivery?

    A friend [1] has just received one that is dated October 2006 for an
    offence in October 2006 but was sent recorded signed for delivery and
    arrived today (also postmarked last few days). He therefore has proof
    it was sent 2 months late!

    [1] Not me this time. got 3 points/£60 about 2 weeks ago though.

    or similar? If he ISN'T on it, all bets are off, because that's where it'll
    have gone to first.

    Late = not sent within the usual 14 day limit (+ postage time) after
    offence. My main point was
    is it heard of to use recorded delivery after the 14 day limit has
    passed?

    It all depends if this is the first NIP they have sent out to him for
    this offence. If it is, then they can get fucked, cos you have proof
    that it was sent out by them after the required 14 day period. If they
    claim they sent one within that 14 days and then this one because he
    didn't respond to the first then he's fucked, cos there's no way you can
    prove they didn't.

    Are you sure this isn't a second request, I had a similar case a few
    years ago which turned out bad for me, google for "my day in court".

    Also, is this the Ipswich Ticket Office? They are a right royal bunch of
    cunts there.

    You're not wrong there!
    I fix their computers (unfortunaly!) and they hide their office from
    everyone. Very hard to find, even if you have the address! They are dead
    scared of reprisals and *really* don't like opening the door to anyone.
    Like fucking Fort Knox inside, with swipe cards everywhere!
    I don't go there too often thank God.

    As it is a publicly funded office I had every right to go there to check
    if a ticket was sent out to me. Unfortunately I was standing in the dock
    when I found this out.

    I must admit, I've never seen anybody from the public there at the actual
    offices. There are no signs anywhere about to say what office it is?
    Couldn't find any signs of blood on the wails or carpets either! ;o)

    I am allowed to go there to gather evidence that they didn't send an NIP
    out, but that would prove impossible because they don't send them
    recorded or registered delivery. If anyone does go there it'd just to be
    a nuisance. I think more people should, just to take up a lot more of
    their time and slow things down.

    I got my son off when he got a NIP for attempting wheelies on his scooter a
    couple of years ago. It arrived after the 14 day period. I ended up
    speaking with the copper who booked him (got his registration number but
    didn't stop him, hence the NIP). It turned out that his station had run out
    of stamps so they didn't send the information out to the office that sends
    the NIPs until it was too late. He thought it was quite amusing - I
    promised to give the lad a bollocking (duly administered - "don't do
    wheelies in the vicinity of police patrol cars") and it all ended amicably.

    Agreed.
    They seem to hide well there. A _real_ strange bunch of misfits work there
    as well!
    Thank God I don't go there very often as it's not on my normal patch.
