Only to be told "a crime hasn't been committed yet, so we can't do
anything" or "sorry, we sympathise... but we don't have the budget for
protective surveilance... but we'll run a patrol car past once a night"
or "thanks for the information, we'll go and try and arrest those people
shortly... better let your family know they'd better be careful".

At the very least that would be their concern

I am _against_ those items I listed :)

If it still doesn't make sense read then I'll try and remember to put a
smiley at the end next time.

I was (tongue in cheek) channeling mr "what's a bullet cost" then the
last line is only to suggest he might not like where his 'logic' leads...

Sorry if I was unclear though (several beers can have that effect!)

The maximum penalty for trafficking a commercial quantity of heroin into
Australia is 25 years prison. A life sentence isn't "way over the top"
in comparison. A bit hard to argue that 8kg of heroin would be personal
    use.

Yes, but it hasn't been shown it was inevitable... there was in fact
more than one possible outcome... several possible outcomes mean that a
    particular outcome cannot be inevitable.

Why are you talking about inevitable outcomes?
