    *If* there are regulations relating to the standards to be achieved for
    a safe event then someone must be responsible/accountable for the event
    meeting these standards otherwise the event should not take place.
    Otherwise there is no point in the regulations.

    I don't know the details of the incident, however as the clerk of the
    course is being charged it would hint that the track used was not deemed
    to be fit for purpose, although if the competitor had not prepared their
    vehicle to a satisfactory standard then on their head be it.

    If the track isn't up to scratch the competitor can't be held
    responsible and vice versa.

    the track was fit for use prior to racing?

    The only 'safe' motorsport event would be one held on Playstations.

    Those who take part in, help organise or spectate at[1] motorsport events
    should be well aware of the risks they are taking and, therefore, take
    responsibility for their own actions in agreeing to be there in the first
    place is, I believe, the point you are not grasping.

    There can be as many regulations as you want but you can't *defnitely* say
    that nothing untoward will happen, no tyres will blow out, no engines will
    let go, no rider will be blinded by the glare of sunlight off a discarded
    coke can thus making them move 2mm off line and crashing... etc.

    [1] Of a reasonable age - anyone who takes very young children should take
    responsibility for the kids safety to the best of their ability, IMHO
