Sent to the City of Berkeley
    (http://www.ci.berkeley.ca.us/transportation/) today:

Until 3 years (?) ago there was a designated Motorcycle parking area on
Hearst Street, at Spruce, on the South side of the street, in front of UC
    Koshland Hall.

When construction began to replace the University's underground steam
pipes this area was excavated. After the excavation was finished, that
space was used for a portable building associated with the seismic
retrofit of Barker Hall. The area was then excavated again for the
    University's underground communication ducts.

The latter excavation is now complete and the area is paved. The
"Motorcycle Parking Only" sign is still in place. There are no parking
meters for this area. But the painted border marking the motorcycle
parking area has not been restored and the area is not available to
motorcycles due to the autos taking advantage of the free, long-term
parking afforded by the lack of meters.

On behalf of the many motorcyclists who found this to be the safest
parking area on this corner of campus, I implore you to restore the
painted border and active restrict the area to motorcycles.

    Thank You.

  2. Most of the pavement marking is also a plastic compound, not paint.

And it's freakin' slippery when wet!

You might want to get this listed in the San Francisco Chronicle's
"Chronicle Watch: Working for a better Bay Area" section.

They detail the problem and put the name, telephone number, email
address, and picture of the bureaucrat responsible for solving it.
They also stay with it until its fixed.
