More revenue cameras on the way for Victoria?

    I know I have a nasty habit of dragging things right the hell
    off-topic, but humour me if you will...

    Way back when, I did a subject at Synney Ewenie (as part of
    the halfa law degree that I don't have) called "Constitutional
    Law". Most folks seemed to regard it as dry and boring and as
    dull as batshit, but colour me crazy, I actually kinda liked

    Anyway, one of the things they teachya in that class was about
    something called "consilodated earnings" (sp?). Basically, the
    guvmint has a dirty great big bank account that all their money
    goes into.

    Once upon a time, the guvmint came up with a tax/levy/law/whatever
    that taxed something to raise money for something related to
    improving things for sheep farmers.

    (There's a bit in our constition somewhere that says "the
    gummint may make laws for raising money for stuff that isn't
    really tax")

    One wise old sheep farmer took a look at it, and realised that
    while the tax brought in a whole shitload of money, but the
    same gummint were only spending a pisspoor amount of money on
    improving things for sheep farmers.

    Big constitutional law case. High Court. Argue argue. Turns
    out, the High Court says that all gummint money goes into and
    out of this "consilodated earnings" account, but that YOU CAN'T

    (ie: a million bucks of sheep farmer tax in does not equal
    a million bucks for sheep farmers out)

    The same old stuff gets repeated over and over again, and the
    various gummints revel in their high-court-granted ability to
    do whatever the hell they like with money going in and out of
    that great big account.

    So, speed cameras fund every other bloody thing *but* fixing
    corners so they're on-camber and other good stuff. It sucks,
    but that's gummint for ya.
