A precursor to next week's protest run - a Youtube video.

My only problem is that the author didn't put his name to it. Critics would
probably jump onto that claiming that the fellow/fellowette can't put his/her
name to the claims that are made in the video.

I don't agree with you that often :)

This time though I agree with your interpretation.

Lane splitting is riding a bike between moving vehicles, filtering is
riding a bike between stationary vehicles.

Dunno. You'd have to ask those who ride this way.

Presumably they mean that if Mr. Lay cocks up then they'll be on him like a
    tonne of bricks.

I s'pose that some may see it that way. I don't.

He's a senior officer, a part of Force Command, as they call it "in the job". He
is a member of VMAC, so he has a role in advising the minister when it comes to
    formulating motorcycle safety policy.

You can also bet your balls that he has input into policy in other forums that
us plebs don't get access to.

So, it could be conceivable that he is a policy maker, but it's the government
that gets to implement that policy. And he and his minions, naturally, get to
    enforce it.

And with gusto, I might add.
