Steve Parry wrote in implication is that this figure is for all fatalities regardless of whether the corpse is an ex pedestrian, biker etc Therefore biker deaths are bucking the trend i.e. increasing in the otherwise shrinking category of human road kill you just need to interpret them properly. However, whether these reductions are due to the Arrive Alive campaign or to other factors like car airbags we'll probably never know. As long as the coucillors can justify the revenue stream they will use it.
