It appears you're in some way connected to Southampton City Council,
drop it into your local police station or throw it in the bin,
    whichever seems more appropriate.

    Yes, there is.

Please send a cheque or postal order for £20, to cover the
administration charges involved in releasing the funds to your account,
    to the usual address...

BGN secured a place in history by writing:
"Hi all. I am the Education Welfare and Road Safety Lieutenant for
Southampton County Council. A few days ago I observed a large and noisy
motorcyclist pass by a primary school at well in excess of 34mph. Or
perhaps not, but it was very loud and I didn't care for his attitude in
gesticulating at me as I glared over my pince-nez at the societal drop-out
    that he clearly was.

Anyhow...it's a long-shot, but one of you two-wheeled near rapists just
might want to turn him in, since the local constabulary are far too busy
dealing with the tidal-wave of immigration that our Prime Minister has, in
his youthful enthusiasm for liberal-left lunacy, allowed to sully our green
and beautiful suburbs. The number plate was AVG 139S: Please do your duty,
with the last vestige of upstandingness that you smelly, nasty hooligans
can persuade your drink-addled brains to recall"
