It's pretty daft now in some areas. AIUI they're a minor if under 16 or 18 if still in education. That led to my youngest in the second year of university needing a CRB check to work in the college bar because of the interaction with minors. This was based on the scottish system completing A levels earlier so there could potentially be access to 17 year old minors. Her birthday is the end of August, so she'd have been 18 and a few weeks at the time. Pretty much anyone in a position of responsibility is in trouble if they form a relationship with a person they have care over.
