Now my recent NIP was months after the alleged offence, the accident was 26th July and the NIP is postmarked 18th November. Plod attended the scene, didn't they? You were cautioned before they spoke to you, I guess? You admitted that you were riding the bike? That's them covered. The time limit is only for those offences where you were spotted by a camera etc but not stopped by plod. The time limit allows the registered keeper of the vehicle to legitimately say, "it was ages ago, how the **** do you expect me to remember who was driving the vehicle."
I'm fairly sure II wasn't cautioned at the scene, I know I wasn't breathalysed, which surprised me as I'd figured everyone in a bump got a breath test.
