    Put it this way - if you were doing darsy's job and were as busy as him
    would you really, really want to waste so much time and effort on a
    pretty serious procedure against loony chops? No I didn't think you
    would.

    usenet as "darsy" not his real name.

    Were he to go all legal, he'd have his name and "paedophile" appearing
    on the same page in the local newspaper, and I'm not entirely sure
    that is his idea of a fun day out.

    After all, who is "darsy"? Okay, "Madonna" or "Gazza" or "Posh Spice"
    might win a case based on their nickname being defamed, but a
    non-entity like darsy wouldn't stand a cat in hell's chance, I reckon.

    So if I just typed the names and addresses of *all* the LA's in England
    and Wales (gathered from a paper Municipal Yearbook) say in to a
    database then did an email merge message your saying that would be also
    be *illegal*?

    Spam it might well be. In the case outlined (selected addresses) it
    would certainly be targeted advertising. If on paper it would be junk
    mail. But can a Local Authority subscribe to the mailing preference
    service?

    OK. Interestingly, when I did a postal mail shot to all the LA's in
    England & Wales some 15 years ago they didn't seem to mind, and in fact
    40 of them purchased the software advertised.

    I would never spam individuals, but I can't see the problem in direct
    marketing to public organisations. Is your objection only to email or do
    think unsolicited snail mail making large organisations aware of new
    products should be also outlawed?
