One man's "OTT" is another man's "let him know who's in charge".

Anyway, did you see that Louis Theroux program last night where he was
with the Philadelphia PD? Now some of *that* was OTT.

I believe Cane has the right of it. Also that punching is AIUI what is
taught to make a 'suspect's' arms free up for cuffing. It's a bloody
silly technique IME. I really can't relate to the PC doing it as some
kind of 'animal'. It seemed very controlled and was nowhere near the
    squaddies head.

I can't help but wonder. If we trained our police 'better' they wouldn't
need 3 officers to restrain 1 pissed squaddie, and these videos would
    look nothing like as bad.

Having said all that it *does* look bad.

Got to disagree, having just watched it again. The PC on the right is
obviously experting some force to try and move the squaddie's arm into a
suitable position to be cuffed. The squaddie appears to be resisting as
    much as he can.

To me, that's a threat. He will remain a threat. Cuffing has to be
    accomplished to mitigate that threat.

But blatantly scraping a suspect's face across the tarmac is perfectly
acceptable? Let's just hope you're not mistakenly arrested in future.

As far as I could see, they already had the suspect's arms behind his
back for handcuffing and he wasn't really putting up a struggle, the
    punches were unnecessary.

OK, now you've made me go and watch the video. Hold on a mo

    <intermission music>

Well, imo that's a **** site more than 'being subdued'. What the ****
was the copper punching him for?
You know a lot more about violence than me (you do it for fun, don't
you?), but if that was done to me, I'm fairly sure I'd feel beaten up.

I *genuinely* cannot see what you mean here. AFAICT the squaddies face
is not even in contact with the ground during that incident.

And I always hope I'm not mistakenly arrested ;) I am, however, unlikely
to struggle if 3 PC's were to try, *no matter how pissed I was*.
ITYF that up to at least second 15, the squaddie's left hand was clearly
on the floor, possibly trying to push himself up. You can see it to the
right of the PC sitting on the ground. The PC punching could, perhaps,
have stopped sooner. It *looks* like the arm was in position before he
stopped, but it's not really possible to tell with a PC in the way.

Which is why he had excessive scraping to his face from tarmac. As soon
as the coppers were on him his head was grabbed and his face was
scraped across the road, for no good reason.
He wasn't what I'd call struggling either. I've seen people struggle
while being arrested, and that wasn't even close. I'd go so far as to
say he was scared stiff and cooperating. After having my face ground
into the road with three coppers on my back I'd give up and let it
happen, which is pretty much what he did.
Balls. His hand is easily behind his back when a number of the blows
    were made unnecessarily.

What bollox - his 'back up' (aka accomplices) have a clear view of
    what's around him.

I actually think he's looking around to check that he doesn't get run
    over.

I've just asked the husband of a girl I work with about this as he's a
    copper.

Apparently it's a pretty standard thing. His view is that the
squaddie is trying to prevent them moving his arm into a position to
get the cuffs on. So they're giving him a dead arm in order to move
his arm to get them on.

Indeed. Hadn't seen the longer version of the video.
So do you see that before or after the punching? I don't really see him
giving up while not letting his hand get cuffed. Of course, adrenaline
    does strange things at times.
It may have been behind his back, whether it was in a position to be
cuffed we can't really tell. It is a possibility, though, I will happily
    grant.

The thing that strikes me is that the cops aren't good guys going off the
rails a bit under extreme provocation. This is routine. They're thugs who
do this to people every night.

The cops are bang out of order and I bet you know it really. It's an
excessive use of force for no good reason, just that this time it's
been caught on camera. It goes on quite a bit but often there's no
evidence or the victim gets prosecuted (as in this case).

IMO the three responsible should be made an example of so with a bit
of luck their colleagues who remain maybe give a bit of consideration
the next time the opportunity to rough up a member of the public turns
    up.
