WTF am I doing wrong ?.

rsbikepaint supplied me the "correct" Candy Red for the Bantam tank.
What I received was a water based silver base coat and COB colour
layer. I already have plenty of 2k laquer.

The water based crap is giving me a serious hard time, despite
scupulous cleanliness it ends up looking like dust has blown onto
it before drying. This happens every bloody time.

I am thinking that possibly there are some large flakes in the silver
but I have never had this problem before. Is this a known problem
with water based paint or is there some special technique, I have
never used water based before ?

Maybe I should leave it overnight or longer then just give it a rub
with some 1200 grade to get rid of the bits that are sticking up ?.
I normally just put the base coat on, wait an hour, put a few coats
of colour, wait an hour, apply decals, and apply the laquer without
any intermediate rubbing to make sure that the silver shines through
    evenly.

Is it dust or a reaction of the paint with whatever primer you were
using? Is that primer compatible with water based paint?
