Is it possible to successfully polish light scratches out of a plastic
headlight lens?

 

Acrylic yes [turtle wax] Polycarbonate no.

 

Oooh, that reminds me. The coating they use on the front of
touch-sensitive PDA/GPS devices, is that also polishable? If so, what
with?

I doubt it very much. Although I'm not 100% sure what materials are
used I would imagine the surface is treated with a coating which will
not react well to any abrasion.
