    The rules now are something about being a professional type citizen that
    does the signing and not just those with medical or theological degrees.

    When I got my first passport, I got the photos signed by a mate of mine
    who was the assistant manager of a shop. I think the only rule is it
    needs to be somebody fairly identifiable, rather than a random stranger
    down the pub.
