You realise there'll probably be several sets of dates?

Bagneres, je ne sais pas. Aran valley ** hotels are normally fine. That one
may be a but pricey for being in town center (may be not the best idea for
bikes) and the SPA (good idea). Hotel La Creu and Hotel Pletieus are my
usual choice, good food and near the road to allow easily going away to the
    slopes in Baqueira :)

We spent a week based in Luchon three years ago. It is very pleasant
with a fin de siècle atmosphere. The thermal spa is still operating and
there is a good selection of restaurants. Bubble lift to Super Bagneres
and MTB hire to take up and come down on a long trail. Col de
Peyresourde and Col d'Aspet will be more fun on a bike than they were in
a car, but beware hordes of pedal pushers emulating their Tour de France
heros. The road up to Super Bagneres is good, a decent width and not so
many cycles. You have to turn round and come back the same way, but a
great view plus places to feed the inner biker.

Twinned with Harrogate and Sitges. The first connection is obviously the
    spa status, the second...

    No :)

Sitges does have too areas of villas (Passeig Maritim, Terramar) built
around the fin de siecle, makes sense to me.

In Terramar you can also find a summat abandoned oval racetrack.
