Ping cloggies

I have a series of reports on helmet noise produced in the Netherlands
from 1989--1991, with English translations, but I cannot tell which
organization produced them. The only information I can extract is that
the organization might be the `RBB' and the covers of the reports
refer to: `Department of Research and Development' (`Afdeling
onderzoek en ontwikkeling'); to `Arbo Adviesbureau O&O' and on the
English translation of a different report to `Public Health Department
(Industrial)'.

Any idea what the organization is (I assume it's something like the
Dutch equivalent of the HSE)?

the Arbo peeps are the equivilent of OHSE, dealing with work conditions
and such like.
