Those pannier liners have arrived and fit ok inside my old touring panniers. They're a little bit smaller than the panniers so that leaves room to pack other bits and pieces around them and not have my usual disaster of everything falling out unless I remove the panniers and lie them flat on the floor. I don't think they're 'waterproof' but they're certainly going to be resistant to the normal damp that sneaks into BMW panniers so that alone makes them worth the £25.99 + postage that they cost me. http://stores.ebay.co.uk/Whessoe-Supplies They do liners for a range of other bikes as well as assorted bags for other purposes, I wouldn't pay OEM prices for the pannier liners but as a cheap option I can't complain. The guy has a fair bit of neutral feedback for excess postage charges but they arrived undamaged within 4 days of me winning the auction and when you break it down he's charged me £2 for the effort of going to the post office. I'm not going to bitch about that.
