    Many years ago now I rode into Perth on an evening expecting to park in one
    of the six parallel bike bays in Hay St. There was a car parked there taking
    up all six bays. I found another bike bay 100 metres up the road. When I
    walked past the car there was a parking inspector writing out a ticket for
    the car. I suggested to him that the car was illegally parked in all six
    bays. He smiled and wrote out six tickets.

    Was that your car Bully?

    It all depends on how you look at fines. If I had to listen to someone go
    on about safety and how naughty I was, that to me would be a fine in its
    self. I would have lost a valuable chunk of time listening to something
    that I probably wouldn't agree with. Warning also have the possibility of
    becoming fines if the same "act" is committed within a specified time frame,
    so effectively robbing someone of their time and then fining them money as
    well!

    I'd like to see education become the "default" and not this need to pay
    penance via the wallet for all the things wrong with the world. Education,
    proper education, not "you have done wrong, so I'm gonna do ya".

    Surely the presence of a parking restriction sign (or in this case a
    disabled parking only sigh) is itself prior warning. Even Uncle Bully
    isn't stupid enough to not know that the sign was a warning of a
    penalty. He's just angry because he underestimated the penalty.

    Yeah, something along that. Smaller fine or nil to begin with and then
    apply the "education p.r.n." i.e. Ramping penalty per offence. Then
    education has been given, all options have been considered, no possible way
    to say that "I didn't know".

    So Bully can reason (hypothetically), 'I've never been caught parking in a
    disabled bay before, so, even if I get caught, it will only be a small fine
    or a warning'?

    It is all hypothetical. I'm not in power! Clearly there has been a lack of
    education, so in order to remedy it, the above would be an example of how to
    remedy that. However, with the education would be a statement that would
    acknowledge the lesson learnt and that future penalties will now exceed x
    for each breach, with a suitable ramp being applied.

    Citation? I've heard urban myths, but never heard of any solid evidence of
    anyone ever succeeding with such a case.
    Eh? You brought the subject up, I am merely exploring the idea.

    But there is a limit to the length of the chain. If I sell you a gun
    illegally and you shoot someone with do I also get done for murder? How
    about if I only sold you the bullets? What about only the holster? After all
    you wouldn't have been able to carry your gun without that holster.
    Likewise, If disbaled guy has to park around the corner at what point do you
    think my responsibility for his safety ends? If he wlked intot a different
    bank than usual and got held up, do you still hold me responsible?

    No. But did you manage to navigate the extra 100 metres saftely? It's not
    just disabled people who are at risk you know. Anything could have happened
    and it wouldn't have been your fault...
