There's a big difference between "illegally preventing them using a right of way" and pointing out an alternative, minor diversion or asking them to wait a short while. It seems to me to be a similar situation to being out walking, and coming to a footpath which crossed a field - as the field is in the middle of being harvested, and being asked to either walk around the edge of the field or just wait a bit until the tractors/combine have moved to a different bit of field.
