Just had a postal ballot at work which required the usual X in one box and
then returned by post. There was absolutely no unique identifier on the
paper as there usually is. What is to stop anyone casting 50 votes of their
    required choice?

Are you sure about that? Did you view it under UV, scan it for an RFID ,
    check for a watermark etc.
The ballot paper probably has some sort of covert identifier. I haven't
worked in reprographics for several years so someone else will be along to
    say how it's done.

I've checked using all the methods I have available and there is nothing to
identify it. I can't find any legal steer apart from when it is a ballot for
    industrial action (which this isn't).
