That rings a bell in my memories. Is this maybe the location of a traditional Horse Fair. We have one in Somerset which attracts hundreds of real gypsies (as opposed to pikeys) once a year where they trade horses and have a general get together. There are always impromptu races often featuring pony and trap rigs. This tends to piss off the local constabulary if the festivities spread out onto the local roads.
For years there was a sign on I5 near downtown San Diego that said "Cruise ships use airport exit." I keep looking, but I've never seen a ship on the freeway.
A good friend is a federal firefighter there. They call that stretch of I5 the "DMZ" - the Dead Mexican Zone.
