Some road saftey ideas and questions - random

    Yeah; 40 years ago Queensland had a free hospital system that was funded by
    the "Golden Casket" [1] lottery.
    People used to dutifully buy their Casket tickets happy in the knowledge the
    money was going to a good cause.......
    Then the bastard state govt took over "funding" the hospitals and running
    the lottery and now the lotteries are a major source of general state
    revenue while the hospitals are in crisis!

    That sounds like the Qld logic where they've dropped the speed-limits on
    some stretches because there's been some nasty crashes on them.
    The nasty crashes all involved vehicles doing 30+km OVER the existing
    speed-limit though so the lower limits will only affect the people who
    obeyed the previous speed limits.... the people who weren't the problem in
    the first place!

    THe idea is that if you don't know there's one then you will slow
    everywhere.

    The end result though is that the penalty is so decoupled from the act
    that it doesn't have that result.

    Or so I have thought, but I understand averge speeds have dropped in
    Vic where there are a hell of a lot of them and the tolerance is low?

    Any Vics comment on this? Has the average speed dropped in your
    experience? I don't think the road toll has....

    (Which wouldn't surprise me seeing as the average city crash is at an
    intersection where the problem isn't one car doing over the limit it
    is that one car isn't stopped...)
    Yup. THere isn't quite only one as Google once found me a rather
    ditzy teenager in the States who used it as a handle but on the whole
    if you find a Zebee being loud in usenet it is going to be me...

    You've got to be kidding. Sydney/NSW has way more speed cameras than
    Melbourne/Vic.
    The average speed and the road toll have dropped since speed cameras
    were introduced in Vic, but then, to attribute the reduction in toll to
    the cameras, without taking into consideration some of the improvements
    in car safety over that time is absurd.

    Actually here's an even better illustration of things
    The big number is the number of reported accidents, the small number is
    the number of fatality accidents, so a triple fatality only counts as
    one accident.. so it's comparing apples with apples. AFAIR the speed
    camera program was introduced and expanded between 1989 and 1991. So
    looking at the numbers.. the road toll was probably reduced as a direct
    impact of speed cameras in 1989 and 1990 and thereafter the number of
    accidents has pretty much remained the same, actually increasing in
    years when the road toll decreased, which probably means that most of
    the reduction in the road toll in the past 15 years has been related to
    introduction of in-car safety measures, not speed cameras.
